Đất nông nghiệp ở bản Mốc 13, xã Quảng Đức, huyện Hải Hà (tỉnh Quảng Ninh) chỉ sau vài tháng đã bị san phẳng. Thay vào đó là những ô, thửa đất chờ sẵn để dựng nhà, hoặc có hiện tượng mua, bán đất nông nghiệp trái phép.
PV có mặt ở bản Mốc 13, bản biên giới chỉ cách trấn Na Lương, khu Phòng Thành, tỉnh Quảng Tây (Trung Quốc) một con suối. Con đường 18C đang được cải tạo, nâng cấp, khiến đoạn qua bản Mốc 13 nhầy nhụa, đặc quánh bùn. Hai bên đường, một bên là những thửa ruộng hoang hóa, một bên là vạt đồi rừng đều nhuộm vàng bùn đất.

Nhiều năm nay, bà con dân tộc thiểu số ở bản Mốc 13 (chủ yếu là dân tộc Dao, Hoa) sinh sống bằng nghề nông nghiệp. Việc thiếu nước nguồn cùng với công trình kênh mương đầu tư kém hiệu quả, khiến cho sản xuất nông nghiệp của bà con gặp nhiều khó khăn.
Phần lớn diện tích lúa của bản Mốc 13 chỉ cấy được một vụ. Một số hộ theo diện di, giãn dân ra vùng biên giới rơi vào cảnh thiếu lương thực.
Tuy sản xuất khó khăn, nhưng vào thời điểm 1 năm trước, hơn 20ha diện tích trồng lúa của bản Mốc 13 vẫn còn nguyên vẹn, các hộ dân vẫn cấy một vụ và tranh thủ từng hạt nước mưa để trồng màu.
Chỉ 1 năm sau, thời điểm PV có mặt vào những ngày trung tuần tháng 4/2020, nhiều diện tích lúa đã bị san lấp. Thay vào đó là những nền mặt bằng để sẵn sàng xây dựng công trình trên đó.
Lợi dụng dự án cải tạo, mở rộng Quốc lộ 18C, nhiều hộ dân đã tự ý thuê máy múc đất lấp ruộng 2 bên đường.
Dẫn PV đi dọc bản Mốc 13, anh S. (một người dân trong bản) chỉ về phía những thửa ruộng lúa bị vùi lấp: “Anh nhìn xem, những thửa ruộng này mới năm trước còn trồng cấy, thế mà giờ bị lấp vô tội vạ”.

Trưởng bản Mốc 13, anh Tằng Dếnh Thân, cho biết: “Hiện tượng san lấp đất ruộng bắt đầu diễn ra từ cuối năm 2019. Lợi dụng dự án mở rộng đường 18C, các hộ dân đã tự ý thuê máy móc của đơn vị thi công, múc đất từ công trình để san lấp ruộng. Chúng tôi đã nhắc nhở nhiều lần nhưng các hộ vẫn tự ý làm”.
Được biết, sự việc trên đã được báo tới chính quyền xã Quảng Đức, nhưng cả một thời gian dài sau đó, việc san lấp đất nông nghiệp ngày càng diễn ra nghiêm trọng. Một số vụ việc được phát hiện muộn màng khi người dân đã lấp ruộng xong, chính quyền xã mới đến lập biên bản rồi để đó. Hộ nào thấy có cơ hội vẫn tiếp tục thuê máy đổ đất lấp ruộng.

Ngay tại thời điểm PV có mặt ở bản Mốc 13 vào trưa ngày 20/4, đã chứng kiến hộ anh L.P.S đang thuê máy lấp ruộng. 2 sào ruộng (700m2) bị vùi lấp chớp nhoáng, dù đã được Trưởng bản Tằng Dếnh Thân nhắc nhở, nhưng hộ anh L.P.S vẫn tiếp tục lấp ruộng.
Vì sao chính quyền xã Quảng Đức, huyện Hải Hà vẫn không có giải pháp cụ thể ngăn chặn tình trạng san lấp đất nông nghiệp kể trên?
